Government Initiatives Aim to Boost Labor Market with Support for Young Mothers and Other Potential Workers

Young mothers on maternity leave can help meet some of the demand in the labor market, as many of them possess the knowledge, skills, and time to work, according to Minister of Labor Anton Kotyakov as reported by RBC. «I have not seen any indications in the 'Work in Russia' database of employers requesting specifically for 'young moms' in the job description. But I am confident that there are many mothers who are at home and have the ability to meet the employer’s requirements with their knowledge, skills, and available free time», - Kotyakov said. Deputy Prime Minister Tatyana Golikova previously stated that the new national project «Cadres» will include measures to attract certain categories of potential workers into the economy, including women returning from maternity leave, people with disabilities, youth, and older individuals.

In June 2023, President Vladimir Putin proposed during his speech at the St. Petersburg International Economic Forum to amend legislation in favor of women who decide to return to work earlier than six months after giving birth, and at a full-time rate. In August, the initiative was formalized as an official assignment by the head of state. In December 2023, President Vladimir Putin signed a law that allows parents to continue receiving a monthly childcare allowance if they return from maternity leave before their child reaches one and a half years old. Changes were also made to the Labor Code. The average size of the childcare allowance for children under one and a half years old in 2024 is 17,800 rubles.



The measures aimed at supporting young mothers and other categories of potential workers are part of the government’s efforts to boost the country’s economy and address labor market challenges. With the changes in legislation and the focus on inclusivity, it is expected that more individuals will be encouraged to enter or re-enter the workforce, contributing to the overall growth and development of Russia’s economy. The initiatives also aim to promote gender equality and provide support for families, ultimately creating a more favorable environment for working parents in the country.
